I have a machine which is sending a ton of packets over the network. So many, that it has robbed the rest of the network of bandwidth. I ran anti virus software and programs to remove spyware. I can not figure out what the source is, or how to solve it. Anyone have any suggestions?
Bad network card probably. You could try and remove the
card from device manager and re-install. Probably you are
gonna need anew NIC

You could try running the Ethereal network analyzer, free from www.ethereal.com .
This will capture all the packets and let you view them. It may give you
some clues about the source of the packets.
