XP remoteaccdess exit code 127

Any clues as to why Routing and Remote Access fails to
start, returning this exit code? The support link from
event viewer returned a blank. The service is necessary
for serial connection to PDA running CE 3.0. Service was
working fine until system failure and restore a week ago.
Port, Modem, and RasMan services RACM and RAACM all appear
correctly configured.
