XP Ping Problem

I have a computer on my network that is capable of browsing the internet but none other web traffic. It will ping the gateway address and other computers on the network successfully. Pinging 127.0.0.1 also works. It CANNOT ping its own ip address and will not see other computers on the network. Any suggestions?

The firewall will block PING requests.
