Default winxp "upgrade advisor"

need DVD burner ,can't get one without getting windows xp, I have me at the moment. Someone said just go to microsoft.com winxp upgrade advisor instead. I can't find that, does anyone know what he's talking about and what exactly is it?

DVD burners work on other operating systems.
