I just bought a new computer and had two Network cards installed. One card is
connected to my internal office network and accesses the internet and the
other is tied into a secure state computer network for which I use IBM
emulation software. My OS is 32bit Windows Vista. My computer will not let me
use both networks at the same time. I have to disable one to use the other.
Any suggestions on how to fix this?

You can use at the same time as long as it Not the same application trying
to use them both.
Surfing the Internet with both at the same time would not work either.
