Remote access connection manager cannot start - error 126

Remote access connection manager cannot start. Comes up with error 126 specified module could not be found. ??? Can't find what module it's looking for. Any ideas! Dependent services all seem to have started. Rasmans.dll and rasman.dll exist in windows\system32.
