Reactivation of the display menu

Hi,

I have a small network of 5 computers. All of those computers were running on win 98 (including my server).
I deactivated the right of the users to enter the diplay menu.
Somewhere along the way i upgraded the server to win XP.
Now I can seem to find were to reativate the users right to open the display menu.

Can someone help with this??
