Default Problem accessing shared folders on the network...

I have a computer with an ethernet card connected to my DSL modem, and
the other connected to a switch, that constitues a 3 machine LAN. This
computer has ICS, and other computers on the network access the
internet through it. It's Windows XP.

1- Why is it that computers cannot access my shared folders except when
typing in a username/password, while I can simply double click on their
shared folders to access them?

2- How can I limit the bandwidth usage in (k)b/s per machine?
