Default "The Page Cannot be Displayed"

I can connect through dial up to Earthlink in Windows XP
home Edition, yet I cannot browse anything. I have turned
off "enable third party browsers, and run cwshredder to
check for spyware, and tested for viruses. I have no
firewall software running.

Thanks for whatever advice you have.
