Default Outlook Express 0x800CCC79

I am encountering an error 0x800CCC79 in Microsoft Outlook
Express (V6 & all applicable updates.) Its saying that
the e-mail server is rejecting the recipients (most likely
because my ISP has e-mail relaying disabled). What would
cause this error to occur even when I am connected to the
same internet server that the mailserver uses?
