Networking 2 xp home

I have set up a home network, both with xp home, through
a switch. Both computers can connect through the DSL
connection, and I can see the computer downstairs through
net neighbourhood. I cannot access any shared folders,
and the downstairs computer cannot access the net
neighbourhood at all, \\**** is not accessible. You might
not have permissions to use this network............, I
am logged on as Administrator on both !!

Please help.
