Default Network Slow Down Fix?

Is there a fix for the network being slow under XP?
I have tried setting TcpAckFrequency in the registry.
I set QOS bandwidth sharing to 0%
I have manually configured the network card for 100MB/Full Duplex after
verifying that is what the network card and network supports.
Is there anything else I can do?
