Default network setup disk for client pc

I have a new laptop with winXP, a cdr drive but no floppy
disk drive.
I cannot create a floppydisk to run network setup on the
pc (with win98), so that I can transfer the files.
I tried to load the winxp cd onto the pc so that I could
run 'setting up home or small office network' onto it but
the cd doesnt have a menu????
Can anyone help, I've been here hours and frankly getting
very fed up. Is there a way of writing these files to CD
instead? or is there a download that I haven't as yet been
able to find?
