Default Network Err: Network Connections Folder unable to retrieve list of network adapt

Somebody please help!

About 3 months ago I was trying to set up a 2nd network
when, for no apparent reason, I lost all icons in my
Network Connections folder. I can click on "Set up a
home or small office network" but nothing happens. If I
refresh I get the error:

"The Network Connections Folder was unable to retrieve
the list of Network adapters on your machine. Please
make sure the Network Connections service is enable and
running."

The Network Connections service is running.
I have no internet access on this machine because there
was a change to a network protocol and I can't make that
change on the machine so I have a inter/intranet-less box.

Other details:
Win XP Pro, Version 2002, SP1
I am the administrator
Upon checking task manager, svchost is running (4 times)

I've searched the web and found people with the same
problem, but so far NO ONE has had a solution. Maybe
you're the one?

Again, any help would be GREATLY appreciated. Please

First make sure that your Network Connections Service and Remote Access
Connection Manager services are running. If they are then compare the LAN
connections in the connections folder with the Network Adapter drivers in
device manager. If there is a Network Adapter driver that doesn't have a
corresponding connection in the connections folder then try reinstalling it.

If the services are running and you still have no icons in the connections
folder, run each of these commands at a command prompt

regsvr32 netshell.dll
regsvr32 netcfgx.dll
regsvr32 netman.dll

And then reboot.
