Default Network Connection Problem

I have a home adsl connection trough my network card.
Now, when the service is enabled "Control Panel ->
Network Connections" my startup programs take about 2
MINUTES to start, BUT, if i turn the service off, and
restart my computer - my startup programs start in NOTIME.
And then i turn the service back on which takes about 5
seconds. IS THIS NORMAL ?!

Why can't my computer start normally when the network
service is on ?
Why can i restart normally only when its off ?
And how can i resolve this ?

Default Network Connection Problem

Ok, you are running a Adsl line, and when your computer
is starting, with network enabled it is going to the
modem or threw the line to get the ip addy and dns addy's
from your provider. you could convert to a static setup
and solve this.
