Default multiple users of offline files

I recently set up offline files on a laptop for another
user. I made several folders on a server available
offline, synchronised, and all appeared ok when I tested
offline. When the other user logs in (offline), he can see
the files in explorer, but cannot open them. This happens
even if the user subsequently synchronises while online.
Both server and laptop drives are NTFS, and the user has
full permissions for the files on the server.

Does anyone know how to make these offline files available
to any user? It seems to be some kind of permissions
problem, but I cannot find where they might be set.
