Missing cab

I need help, I recently loaded some spybot shareware.
After which I discovered the next time I tried to log on
to the net, my ISP task panel wouldn't load. I got an
error as follows. ELN98SE.cab does not exist. I created a
manual connection and here I am. Please tell me I don't
have to do a recovery.... Appreciate any help
