I need to know if there is a way to make a master browser to a specific
server? For example,
I have computer A B C, C is in a different subnet. A and B are having
server D as a master browser. How do I get C to have Server D as the master
browser?

You can't.
Every subnet elects its own Master Browser.
I can disable the browser service if I am using dns right?

I believe so. You can disable the browser service on just about any
machine. It is really only needed if the machine desires to be a
master browser. As long as one machine on the subnet has the service
running all will be normal. I believe that if a name can't be resolved
through netBios, DNS will be attempted.

If C is on a different subnet, C will have to be the subnet master browser. Is
this a domain or workgroup? If a domain, they can all be in the domain, and the
domain controller (aka domain master browser) will aggregate C with the rest of
the domain. If a workgroup, you'll want to put C in a separate workgroup, and D
will provide C to A and B, though under a different workgroup.
