Default Logon failure: eventid: 537, logon process: garbled

I have an xp pro system that cannot connect to a second xp pro. It is a
workgroup configuration. I get the following error in the event log with a
garbled Logon Process

Event Type: Failure Audit
Event Source: Security
Event Category: Logon/Logoff
Event ID: 537
Date: 5/20/2008
Time: 3:37:45 AM
User: NT AUTHORITY\SYSTEM
Computer: STAFF1
Description:
Logon Failure:
Reason: An error occurred during logon
User Name: Administrator
Domain: STAFF1
Logon Type: 3
Logon Process: î-ÇwÌúÂ
Authentication Package: NTLM
Workstation Name: STAFF1
Status code: 0xC000006D

Any ideas???
