Default LAN Proxy Settings Disappear on Reboot

Hi (and HELP!)
I'm trying to set the proxy LAN settings in the connections tab of internet
options. I want to use a proxy server so I can use a program called Parental
Control (Crawler) so monitor my childs use of the internet. The settings work
when I key them in but are lost on a reboot. I'm running Norton Internet
Security and chatted to them but they say its not their app that's doing it.

Help - I can't find anyway round this, its very strange.
