Default Internet Pages Loading Slowly

If my XP firewall and Norton firewall are on, the web page either loads very slowly (between 4 and 14 minutes) or not at all. If I turn the firewall off, it will load on my side (still slowly) and not at all on theother user's side. I use a broadbase cable for my ISP. I have called them numerous times and they assure me it is my system and not theirs. There is a brand new problem, I have never had a problem loading pages with my firewalls on. Does anybody have a club what is wrong?
