Because another device on your network (broadband router or ICS host)
is acting as the Internet Gateway for your computer by providing your
computer with a shared Internet connection. Clicking the icon lets
you monitor and control the other device.
If you don't want the Internet Gateway, you can configure the other
device not to create the icon.
