Default Internet Explorer won't close

I have the reverse of most people's probems - Internet Explorer won't close! When you try to close it, the CPU use goes to 100%, all of it IEXPLORE. Can't write something somewhere, it looks like - it doesn't remember what sites you've been to, won't let you apply Windows updates, even when logged on as "administrator".The OS is XP pro. I've repaired the OS, I've re-installed the OS - no soap. Spybot comes up empty, too.
Any thoughts, aside from somebody hexing Bill Gates' products?
