Default Internet Explorer Does Not Start

I have a Windows 2000 PC and Internet Explorer will not
start. It gives no sign of life, no error and I could
not find anything in the event logs. It simply does
nothing when you try to start it. I Upgraded it to IS6
SP1 (it was 5.5). The upgrade appeard to install
normally but when it was finished the same thing happened.
