IE6 doesn't close?

Have a problem with Internet Explorer that it doesnt
close when you click on the cross or go to file->close.
THe only way to get it off the screen is to end task it
in task manager.

It doesn't matter if you are online or not.

OE closes down fine.

Tried a repair install of windows.

Scanned for virus' and spyware. No virus but some
spyware. Didn't fix it though.

Tried to reinstall IE from a magazine cover cd but it
only takes about 2 seconds so i doubt it is doing
anything.

Any help would be most appreciated.
