Default How to access PC under another Router (different city)

The PC is setup with file share with proper
username/password.

Both routers (local and remote city) are Linksys with IP
192.168.1.1.

Please advise, TIA.

The IP address is 192.168.1.103. How would VPN know that
is the PC I am trying to VPN to?

Because you are going to make a VPN connection to your public IP Address
then in your router's configuration you will Port Forward the VPN ports to
192.168.1.103.
