Default Home network ping problem

I have hooked 2 computers together using a simple 5 port 10/100 hub.
The problem is this ---Both computers are running Windows XP Home edition (same Copy) The Faster computer can see and ping the slower,, but the slower can see and NOT ping the faster, both can see and share files. I had to put in a static ip address for both because the faster computer kept timing out using auto assigned addresses.

1. By the terms of the M$ license, you must have one license for each PC.

2. Make sure ICF is disabled on both PCs. And, while debugging,
make sure all other firewalls are removed.

3. Make sure both PCs are in the same IP subnet. That is,
for IPA=a.b.c.d, a.b.c should be the same on both PCs, and the
d's must be unique.
