Help: Slow cable connection

My cable connection has slowed to a crawl. This happened all at once. I've swapped-out NICs, cables, browsers, &c., to no avail. I've scanned for viruses and adware with no better results. Other computers work great over the connection, just not mine. I'm running XP Pro.

The kicker is the connection runs great in safe mode!
