Found It

Looking thru some of the earlier posts I found one similar and tried it. It was the Cisco 4.0.2b VPN client. I stopped the Cisco VPN service and I was able to ping the Compaq. I restarted the service and ping timed out. I stopped it again and pings responded. Looks like a Cisco client issue.
