Default Firewire speed

I have a Firewire 400 (IEEE 1394a) cable going to a WD my book pro
external hard drive, but I don't get a very good transfer speed (10Mb/
s). I looked it up and I think there are 3 types (S100, S200, and
S400). Is the slow transfer speed from my PC, cable or external hard
drive?
