Default Communicating with printer, printer spooling

Every time I move, I have trouble setting up my printer connection. The
computer and the printer are both connected to the network, my printer icon
is showing in the printer section but there is no icon on the lower right
hand corner of windows. I get an error message that says that my printer
spooler is disabled.
