Can an Xbox360 connect to a Central Storage Device for media retri

I wish to renew my home hardware. I will connect 2 Vista Home Premium PC's &
2 Xbox360 consoles via a Router. I would like to add a Central Data Storage
Device to the network, so either PC can share media. Can an Xbox console
access the storage device if both PC's are turned off?
Ideally what I want is one source of data to be accessed by any one of the
PC's or Xboxes ?
Any suggestions?

If you have some sort of NAS device then the other computers will not need
to be turned on as it will act as a mini file server though I can't speak
from experience about the Xbox. The link below shows such devices.
