I have upgraded to XP SP3 successfully through Windows Update; however, I
have tried to download the SP3 upgrade from Microsoft's website and the
download hangs at 99% with l second remaining.
I wanted to download the upgrade file and burn a copy of it for friends
with slower internet connections etc.
Is there anyway to be sure that I get a complete download file without it
always hanging?
How much free space do you have on the target drive?

I've seen this happen before, I just wait for about a minute or two and the
download finishes.
To verify that the download is good I download the file twice at different
times of the day,
the file size of both files should be identical.

When you download from Microsoft Download, SP3.exe is downloaded to a Temp
Folder. You have to wait for XP to transfer SP3.exe from the Temp Folder to
the Folder on your PC you specified.

I have over 200GB of free HD space. I see it finishing up by transferring
data from the temp folder (approx 10 seconds) and it's indicating 99% with l
second remaining.
I have had this happen in the past and normally when I wait for a few
seconds it will finally go to 100% and finish, but not this time. It just
hangs and when I hit Cntrl+Alt+Del it indicates process Not Responding.
I have no other trouble with any other downloads so my Download Manager
appears to be functioning properly.

The reason I ask is that this same type of problem occurred when updating an
Office product.
MS takes precautions in verifying legitimacy. If they allowed any downloads
to be done
and then written to a CD, how can they protect themselves from
illegal/bootleg programs?

There is no reason why a user cannot transfer a downloaded service pack file
to a cd. MS does not do anything to prevent it. The file is verifiable no
matter the medium it is on.
