Clarify:
Do you want a CD to do a fresh install of XP with SP3 already installed
and have the "repair console" capabilities some XP install disks have?
Or are you wanting a bootable CD for some other purpose? Unlike text
based DOS, Windows normally needs to change some files on the boot
partition during the boot process, so it might get complicated using
some other partition/drive for those files.
Start with your original X CD as the source, slipsteam the SP3 download into
it, create an ISO file, use the ISO to burn a new XP w/SP3 CD. This new CD
will be just as bootable/usable as the original and can be used to do a
repair install as well as a new, frsh install.
Google slipstreaming for info on how its performed. Also do a Google search
for the program AutoStreamer - it makes slipstreaming very easy.

No, it's not. You can probably burn a CD that can be used to restore
your computer to factory "new" condition (check your manual for how to
do that), but you won't be able to slipstream to that either.

You need to buy an external USB hard drive, some backup software like
Acronis True Image. Backup your system regularly... but certainly
BEFORE you apply SP3, "just in case".
Then once all seems to be running well, you can back it up after the
installation, and periodically after that.
