Default xp crash during bootup

I got a system that has XP home SP2 and it hangs everytime it boots up. I
have tried safe mode and it hangs at agpcpq.sys.
I have tried using recovery console and disable agpcpq.sys, as well as
others like 440agp.sys, but it then just hangs on the next file.
I then tried a repair and now the setup is also hanging.
Any idea of how I troubleshoot this further or do you think I have to do a
brand new install?
This was originally a Dell OEM system and has been used for a long time,
then recently was brought to me with this issue.
