Wise Registry Cleaner

I installed a thing called Wise Registry cleaner, I have since uninstalled
it and deleted every thing I can find related to it but every time I start
or restart my computer it puts an icon on my desktop called " Clean Registry
for Free".
Is there anyway I can block this?

That behavior is indicative of malware so do at least a normal scan process:

If after you go through the steps recommended at the above link your
computer is completely clean but you are still getting the icon, do
clean boot troubleshooting to find the culprit:
