windows xp MCE 2002 freezez after booting

Lately my computer has been extreamly slow so i reinstalled windows xp MCE
and now it gets to the desktop and then after that i cant do anything at all.
i can't even open a program only askmanager and only the normal programs are
running i have done a fresh install 3 times now and it still does this can
anyone help me
