Default Windows firewall Controlled by a group

Ver since I downloaded Malicious Software Removal Tool, my windows firewall
shows that it is turned OFF and keeps saying so. BUT when I try to tunr it on
the error window says that I can't becauses it is being controlled by a
group. When I go into the %win% conversation it tells me that windows
firewall is on. But I myself, want to be able to turn it off and on as there
are times when I need to turn it off to install programs from online. What
can I do?
