Hi, Tim. Did that when I turned off the Autocomplete function of IE8. So
this was not a solution.

I'm a loyal user of CCleaner. Ran the newest version yesterday. It did not
remove these saved entries either.

IE Tools | Internet Options | General | Browsing History | Delete | Preserve
Favorites website data <=uncheck this option (temporarily) then press the
DELETE button for Form Data in the same applet.
Note that the real-time "system protections" afforded by the Kaspersky
application and SAS may be disallowing these changes. Note, too, that
failing to disable these same real-time protections prior to installing IE8
could be responsible for this and any other problems you've encountered.
YMMV, of course.

Open up regedit.exe (by typing it into the "Run" box on your 'Start
Menu').
Then do a search ('Edit' > 'Find' on the top menu) for one of the items
that is displayed in the 'drop-down list'.
When (if) you find a list that corresponds precisely with the 'drop-down
list' - then delete the items.
*Note - Please exercise care when editing the registry, always create a
backup and / or create a 'System Restore' point first.

"Tim: Thank you again for your suggest. I understood it completely and am
computer-savvy enough to have carried it out. But no success.
One of the existing (stored) dropdown User ID's is an email address I use
frequently. That was found by Find several times in the Registry, but never
in conjunction with the second item in the dropdown menu. When I search for
the second stored User ID in the dropdown menu, it was not found at all in
the Registry.
An interesting problem. If it doesn't reside in the Registry file, where
else could it reside? I have previously cleaned out all (I guess) cookies
using the IE8 "Delete Browsing History" application, and then later with
CCleaner. There must be some other creative options (I don't get frustrated
with computers, just engaged.)

In the IE8 auto complete settings windows there is a box called forms that
is unchecked by default. Have you checked that box then selected the delete
auto complete history then selected all the boxes on the delete browsing
history window? See the screen shot here http://pcbutts1.com/downloads/acie8.jpg

Another creative idea. So I went to the Autocomplete window, checked all the
boxes (including Files), and hit Delete. Then I unchecked all the boxes, hit
OK, and rebooted. Did not remove the saved User ID's.
Just FYI, this is the same popup box (little lock in the upper left corner)
that I see when I'm trying to log into a server remotely.

CCleaner first started IE8 support with version v2.18.878 it could be a bug.
Post your question here and maybe they will fix it in their next release http://forum.piriform.com/index.php?showforum=4

Note that the below has only been tested with ie8. I am not sure whether it
will cause problems with other software so you may want to wait for someone
more acquainted to advise. But I tested it personally and it erased the
entries for IE8
1) CLOSE all programs include IEXPLORE
2) go to C:\Documents and Settings\<USER NAME>\Application
Data\Microsoft\Credentials
3) delete all the folders there (or move them somewhere, in case some other
software has problems later)
4) restart PC (do not start IEXPLORE again)
No entries should be there now when you go back to the site again.
