Don't know how Vista does it but with XP
those are (AFAIK) simply the installed drivers on your machine.
If you want all the drivers there are in XP...
on your installation cd you can look in the two driver cab folders
(one is for modems...the other is for all the rest)
Also: If you want to use those drivers you will also need the .inf files
on your XP cd they are listed as .in_ and will need to be expanded

No, not all drivers are there. Some for example virus scan engines
live (should live) in the program files folders. Files ending in .sys
are drivers loaded by registry settings.
Do start / run and enter msinfo32 and click ok. Examine the drivers
under "Software Environment".

He may mean if he copies the folder, (to CD for example), and points the
fresh install at it when asked, will it install the correct drivers for his
current devices.

If that is what the OP meant, then the answer is no. In particular it will
contain a generic video driver. The OP must also install the vendor
specific drivers for full functionality.
