Default Video Problems where to start

Each time I turn on my desktop PC (Dell Dimension 4700) with XP Home I now
notice when the little MS logo/flag comes on that vertical lines are on it in
black and more when I am for instance viewing a video clip in Media Player I
get verticle lines and the picture color is off. Where should I start looking
given that I am fairly unable to much technically. Is this Geek time or is it
a video card issue and ideas?? Any and all help and suggestions will be
appreciated.

Your video card is telling you it's dying, plan on a replacement, soon!
