user32.dll fault

i bought a new tv card 'Flytv Cardbus LR502'. Ä°n lifeview tvr program, the
'lvtv.dll' has broken. i did whatever i can do, but nothing changed. i tried
to install another program but when i click setup.exe, this appears.

" The system DLL user32.dll was relocated in memory. The application will
not run properly. The relocation occurred because the DLL
C:\Windows\System32\SHELL32.dll occupied an address range reserved for
Windows system DLLs. The vendor supplying the DLL should be contacted for a
new DLL."

i installed KB935448 but i didnt work. what should i do for fixing
user32.dll?
