Of course, using built-in tools the the the Administrator can change any
and all passwords on any or all accounts.

I really mean when the admin password itself is lost and there is no
way of logging onto the computer.

I gave you the link for a tool that works on WinXP, and both
John and I suggested a method to avoid such mishaps in future.
