For some strange reason my Windows XP Pro system started to reboot itself
every time I try to shut it down.
Not certain if this problem is related but my McAfee Virus program keeps
detecting a virus "New Win32". Even though I clean or quarantine this file,
it keeps returning.

It could be related to the malware or it could be an error condition causing
the system to reboot. Firstly, right click on My Computer | Properties |
Advanced | Startup and Recovery - Settings | System failure - untic
Automatically restart. Ok out. Now if the restart is due to an error
condition it should stop at a blue screen with an error message. If so,
copy that error verbatim then start your research on it here: http://aumha.org/a/stop.htm. Also do a Google search for that error.
