Default Supplemental Language Support - Reboot Issues

After choosing the option to 'Install files for complex scripts and
right-to-left languages' and reboot the system, my machine get caught in a
constant reboot cycle. The only way to resolve this is to enter safe mode and
do a system restore. Has anyone seen this before. I am running Windows XP Pro
SP2.
