My stock ticker has been functioning well for two years. Recently it
refused to download Headlines and today it will not download quotes. And on
a big up day in the market. I re-synchronized but no change. Any
suggestions?

I'm sorry to hear that, but there is no stock ticker native to Windows
XP. This must be a third-party program and you should contact that
program's tech support for help.
It is the Microsoft MSN stock ticker activated through the properties
feature on the WindowsXP desktop. If it isn't an XP device, what is it?
