Default Startup timing for Network

My network car (or connection) seems to start up very late in the
login process. I have a program that runs out of the key
[HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Run]

It needs the network. Unfortunately, it beats the network card up from
a cold boot. I can see that the tray icon for the network isn't even
up yet but the program has already kicked off.

Is there any way to get the network startup to run earlier in the
startup process? Perhaps get it to the head of the list in the misc
stuff that starts up in the tray ?
