Restrict software access to all users on XP Pro work stations?

How can I setup software access to only one domain user and restrict software
access to erveryone else on a workstation connected to our LAN? I guess I may
have to setup a local policy that will allow me checkoff all the apps s/w I
don't want them to access? Thanks in advance for any suggestions.
