Non-functioning startup menu services.

Windows XP Home. Acer notebook with preinstalled Windows - no CD. Restore
from partition only.

The Start menu shows:- Help and Support, Search and Run.
None of these services works, although they have in the past.
They are checked in Start>Properties>Start Menu>Customise>Advanced>Startup
Items.
I am unaware of how long ago the services became inactive, but it is
certainly more than several months ago. I have been searching, without
success, during that time for a solution.
I really would like to be able to use these commands.
