New Connection Wizard

Dear frns,

all of our users usually logon pc with limitied user account. there is no
any policy is applied. some of user's pc, New connection wizard icon isnot
appear under network connections. But some of users has new connection wizard
icon appear under network connections. please help me to rectify this problem
that how could i able to give access and able to appear new connection wizard
icon appear under network connections.
